Rikers Island New Admissions Facility

Ellana provided cost estimating services for the design of a new 1,500-bed adult male detention facility with a secure mental health treatment center and infirmary. This Rikers Island building features a centralized intake area, 200 additional parking spaces, and the extension of a combined heat and power (CHP) generation facility.

The 860,000 SF facility was designed as a central point of admissions and intake for most adult inmates within the NYCDOC system. This arrangement created consistency in the evaluation of incoming inmates to determine their risk of recidivism and need for mental health or substance use treatment services.

The 1,500 beds are split up into 512 single cells, 16 dormitories with 50 beds each and 225 general infirmary beds. Additional elements include a public lobby and areas for central control, administration, staff support, and visitation. Health services include outpatient, specialty, and mental health clinics. Congregate programs and outdoor recreation are also accommodated.
