Illinois Department of Corrections operates 28 correctional facilities with a prison population of ~30,000. Ellana is assisting CGL on this comprehensive feasibility study that reflects the best use of prison resources, opportunities to gain efficiency, and future flexibility.

Ellana prepared a feasibility study estimate featuring preliminary operational cost estimates that explored 19 site options. Estimates ranged from $2.5 million to $72.4 million. Challenges in this assignment included defining the number of levels for each option and determining sequencing.
