In 2005, NYCHA hired PB to perform an assessment of all the agency’s existing housing facilities and, as part of that task, created a database of unit costs and associated consultant/contractor costs to understand the potential overall costs associated with future construction work at those facilities.
In 2011, NYCHA tasked PB to reassess the existing facilities and update this database. To that end, Ellana joined the PB team and provided cost estimating services using our internal database of materials costs and associated fees relative to current construction projects in the five boroughs of New York City, as well as extracting a detailed sub-database from our work on current/recent NYCHA projects. In addition, we analyzed all bid results obtained by NYCHA for work executed between 2005 and 2011.
Using all of this information, we analyzed the following disciplines and fees, and made updates to approximately 3,200 line items in the database: apartment interiors/MEP; building architectural and MEP; site work; general contractor and trade contractor mark-ups, fees, insurance and general conditions.
