NYPD Harbor Charlie Dock and Wave Screen Expansion

Ellana provided a feasibility report to determine a cost effective solution and future cost estimating services to accommodate four (4) sixty-two foot and two (2) new seventy foot vessels.

Three different construction options were evaluated based on the requirements that the NYPD conveyed to the design team, to optimize the approach and serviceability of the new and existing docks. The NYPD Harbor Patrol will be acquiring the new vessels and docking them at the current Harbor Charlie Base in Brooklyn. The NYPD Harbor Charlie Base is located in the Brooklyn Army Terminal. The complex was commissioned by the federal government and was built in 1919 where it served as a military depot and supply base during WWI and WWII. New York City purchased the terminal from the Federal Government in 1981. It is currently managed by the New York City Economic Development Corporation.
